Commissioners approve multiple engineer resolutions for salt purchases, bridges, drainage and resurfacing

Franklin County commissioners approved a suite of engineering resolutions covering winter materials, bridge rehabilitation, drainage improvements and the county resurfacing program.

Nick Sulis representing the county engineer presented the annual request to participate in the Ohio Department of Transportation contract for road salt; the office anticipates purchasing about 8,000 tons for the 2025–26 winter season. Commissioners approved Resolution 27325 to participate in the ODOT bid program.

The board also approved plans for the rehabilitation of the Harrisburg–Georgesville Road structure over Big Darby Creek in Pleasant Township. The project will replace the deck, repair arches and spandrel walls using CEAO county local bridge dollars under Resolution 27425.

On local drainage, commissioners approved Resolution 27525 to establish compensation of $10,318 for property owners affected by the Cosgray Road and Foust Ditch drainage improvements (OPWC-funded). The board then awarded a contract and contract bond to JLD Construction Services LLC for the related construction work under Resolution 27625 for $1,047,645.30 following the county’s competitive bidding process.

Finally, the commissioners approved Resolution 27725 awarding the 2025 county resurfacing program (11 roads) to Kokosing Construction Company Inc. The locally funded program totals $2,217,301.23; the contractor indicated it will exceed the county’s 8% EBE (emerging business) participation goal.

Each resolution was moved and adopted by the board during the session.
