Commissioners approve broad slate of resolutions including road projects, grants and appointments

Resolutions adopted included: 43425, appointing LJB Inc. for engineering design of pedestrian improvements on Dempsey Road, Winchester Pike and Novixby Road ($431,112); 43525, declaring necessary work for a roundabout at Havens Corners Road and Wagoner Road; 43625 and 43725, establishing compensation and damages for property affected by bridge and road projects (including $1,000 and $50,962.80 amounts reported by staff); and 43825, authorizing the county engineer to submit Ohio Public Works Commission applications for multiple projects.
The board also rescinded a prior award to Minerva Park after the village received OPWC funds (43925); authorized the county administrator to sign memorandums of understanding for the Franklin County Internet Crimes Against Children Task Force (44025); and approved a contract with Intrado Life & Safety Solutions Inc. for 9-1-1 phone system software and equipment ($453,036.60) for the new communications center (44125).
Other actions included technology and service agreements: a modification with CBTS LLC to convert child-support telephony to Microsoft Teams voice calling ($46,852, 44425); an extension with West Publishing (CLEAR database) for $23,045 (44525); and a 4(d) interagency contract with the Clerk of Courts to reimburse filing/maintenance services up to $378,737.89 (44625). The board adopted a $42,000 grant to St. Stephen’s Community Center for a Grandparent University program (44225) and a $600,000 kinship caregiver support agreement among Children Services, Office on Aging and Job and Family Services that staff said will support about 400 kinship families (44325). The board also approved a $43,000 extension for the Credible Mind digital behavioral health platform (44725), a $440,000 workforce training agreement with the Vincentian Ohio Action Network/Cafe Overlook (44825) — adopted with Commissioner Boyce recorded as abstaining — and smaller renewals and purchase orders totaling several million dollars across agencies (45025, 45125).
The board approved a $96,000 contract with Beatty and Associates for federal government relations services (45225) and appointed James Leeser and Nancy Hunter as alternate members to the Franklin County Rural Zoning Commission (45325, 45425). Clerk-announced annexation petitions (ANX-17-25 and ANX-19-25) will be considered July 8, 2025. The meeting concluded with a vote to convene into executive session to confer with the county prosecutor regarding pending or imminent litigation (45525).
