Council approves streetlight maintenance, clarifies Beaver Drive status and backs Mary Meadows NID kickoff

The Creve Coeur City Council approved several noncontroversial items including a streetlight maintenance resolution, a clarification on a street’s public status and a kickoff resolution for a neighborhood improvement district.
Public works staff recommended that the city accept two Amherst streetlights in Winfield Point into the streetlight maintenance program; staff said the program now costs about $131,303 annually and adding the two lights would increase costs by approximately $570 per year. The council voted to accept the lights.
Jim Hines, director of public works, presented bill 6170 that clarifies Beaver Drive was accepted as a public street in 1979 and asked council for first-reading consideration; staff said the ordinance corrects the record and that the city has been maintaining the street since 1979.
The council also approved Resolution 1798 to begin the Mary Meadows Neighborhood Improvement District (NID) process. Staff described the multi-step process — petitions, public hearings, P&Z review, assessments and final resolutions — and explained that property owners may pay assessments up front or finance them through property tax. Staff said the city expects to accept the street in July and include the work in the annual asphalt contract, with assessments finalized after the work is completed. The council approved the NID kickoff resolution to advance those steps.
