Grandview council approves a package of contracts and ordinances including new city prosecutor agreement
Summary
The Grandview Board of Aldermen voted unanimously to approve a set of ordinances on Sept. 23, 2025, enacting contracts for legal services, vehicle purchases, sewer rehabilitation, a gateway monument sign, fitness equipment and water heater replacement.
Mayor Linda B. Jones and the Board of Aldermen approved a slate of ordinances on Sept. 23, 2025, authorizing contracts and payments for city operations and capital projects.
The council enacted Bill 7869, approving a legal services agreement with Spradling Kennedy LLC for the city prosecutor position; the measure was adopted as Ordinance No. 7606 after affirmative votes. Alderman Randolph moved the bill to first reading, with roll-call approval recorded through final passage.
Council members also approved Bill 7870 (Ordinance No. 7607), authorizing payments to Enterprise Fleet Management for vehicle purchases planned for fiscal year 2026. Alderman Turnbaugh introduced the measure and the council moved it through first, second and final readings without extended debate.
Bill 7871 authorized a contract with InSituform Technologies USA LLC for the 2025 Sanitary Sewer Rehabilitation Project and was enacted as Ordinance No. 7608. Aldermen advanced the bill on successive readings and approved final passage by recorded vote.
The council discussed Bill 7872, which approves a contract with Terry Snelling Construction Inc. for the Grandview Gateway Monument sign project. Project staff noted the contract execution depends on an easement agreement with the Missouri Department of Transportation; staff estimated construction could begin early next year and last roughly 60 days once the easement is executed. The council approved the contract and enacted Ordinance No. 7609.
Bill 7873 authorized purchase and replacement of treadmills from Matrix for parks and recreation facilities; staff said six units will be provided and described a multi-year parts-and-labor warranty. The ordinance became No. 7610.
Bill 7874 approved a contract with Helm Group for removal and replacement of water heaters; council members questioned the bid specifications and whether all bidders were quoting the same brand/size. Staff explained bidders looked at the same rooms and the primary cost difference is connections and labor rather than product quality. The ordinance was enacted as No. 7611.
All listed ordinances were advanced through the required readings and approved by recorded votes. Where staff or aldermen raised implementation issues—most notably the MoDOT easement needed for the gateway sign—members asked staff to monitor timelines and report back if bids or timing change.
The council adjourned at about 8:37 p.m.; no further action was taken at that time.
