The Helena City Council authorized landfill management to secure an articulated dump truck and to solicit bids for surplus landfill equipment after hearing that repeated rentals have become costly and that grant funding is being used to address related leachate issues.
Reginald Wilson, landfill director, told the council the landfill has paid roughly $247,500 in equipment rentals over the past 15 months and presented a purchase plan that would be paid from landfill revenues rather than the city’s general fund. Wilson said the proposed monthly note for the truck is $6,787.82 and that one financing option had a 78‑month term; he and council acknowledged state law likely limits public financing to a maximum of 60 months, so staff will obtain an updated financing proposal that complies with that limit.
"This won't be any money coming from the general fund," Wilson said, adding the landfill will cover payments from its own receipts. Councilmembers asked about warranties and training; Wilson said the truck includes an extended six‑year warranty covering engine, hydraulics and electrical parts, and the landfill will provide training and daily service sheets checked under ADQ requirements.
Mayor and council framed the purchase as a common‑sense step after years of renting replacement equipment, and noted the landfill covers 356 acres (208 permitted for dumping, with about 33 acres currently in use). The mayor also said the landfill recently received a $520,000 leachate grant from DRA and is applying for a road‑repair grant that could expand usage and revenue over time.
Councilmember Maxine Miller moved to approve securing the articulated truck and directed staff to return with a finalized contract and financing that conforms with applicable state limits; the motion passed on a roll‑call vote (6 yes). Council also approved soliciting bids to sell surplus, nonoperational landfill equipment to recoup funds.
Staff will return to the council with the updated financing proposal and any contract documents before final commitment.
