Plan commission approves downtown awnings, CSM and Harbor Club plats; receives project updates

The Delavan Plan Commission approved several routine development items and received project updates.

Design review: The commission approved fixed commercial-grade awnings for 318, 320 and 324 East Walworth Avenue. Staff described the proposed near-black fabric awnings, which would remain year-round with no text on the faces, and commissioners voted to approve the design.

Land division and plats: The commission approved a three-lot certified survey map (CSM) to divide Lot 1 of CSM 4985 (Lakeland Resort property at 2400 East Geneva Street) with two staff-suggested revisions: showing the shore-drive setback on the CSM and addressing legal access for existing condominiums. The commission then recommended common council approval for a 37-lot preliminary plat for the Harbor Club Phase 4 (prepared by John Kowalczek, job order 1257.4, revised 08/25/2025) subject to any required state approvals. The commission also recommended council approval of the final plat for the same 37-lot subdivision, with approved building-setback language that ensures minimum separation between structures.

Project updates and other business: Staff reported construction progress on Highway 50 ('7 Brew' project), that library demolition work began after asbestos abatement and lead-paint remediation, and that lake-gate work is complete with a planned weed burn and refilling of the lake beginning Oct. 1. The commission moved to adjourn after the updates and the meeting ended by voice vote.
