On land division matters the council approved a three‑lot certified survey map (CSM) for parcels at 2400 East Geneva Street, with conditions requiring either a 14‑foot public dedication or pathway easement and an access easement for condominium lodges. The council also approved both preliminary and final plats for a 37‑lot residential subdivision (Phase 4) subject to state approvals and specified building setbacks.
On municipal code changes the council approved an ordinance restricting on‑street parking within cul‑de‑sacs, amended the code to add language addressing piles of grass clippings on sidewalks, and revised minimum pavement/base standards for private driveway approaches in the public right of way. The council denied a proposed amendment to section 13‑3‑206 (area M) of the zoning code that would have allowed up to 365‑day occupancy for owners or managers in hotel‑type units.
Finance and operational items approved included a quote of $8,700 to install vibration dampeners on two traffic signal mast arms, a resolution declaring multiple pumps, motors and generators as surplus, and approval of warrant 2025‑08. The council also voted to accept temporary ownership of a steel casing under Highway 50 from the Duneland Lake Sanitary District for possible future reuse and approved a temporary Class B license permitting an American Legion‑organized brew walk on Oct. 18, 2025.
During public comment Monte Patel, representing a hotel in Delavan Suites, requested clarification for why an occupancy request was denied and raised concerns about LLC/owner language and the potential effect on room tax collections; the council did not engage in a back‑and‑forth during public comment but noted staff follow‑up would be possible outside the hearing.
The meeting recessed to closed session under Wisconsin Statutes 19.85(1)(c) to consider the employment, compensation or performance evaluation of the city administrator.
