Council requires 3,000K, shielded parking-lot lighting for Lifetime site; signage text amendment receives first reading

Jason Jaggi, director of community development, summarized plan revisions to the applicant's submission (screening enhancements, raised evergreen plantings from 4 to 6 feet with mature heights expected at 8—10 feet, and clarified stormwater detention). The applicant's project engineer, Josh Parkes of Stock and Associates, told the council the applicant would accept a lighting condition if it was included as an approval condition.
During the debate a council member moved an amendment specifically to require 3,000 Kelvin lighting and full shielding; the amendment was seconded and passed unanimously. Council later noted the ordinance also requires parking-lot lights to be turned off at midnight. The substitute amended bill 6166 then passed unanimously.
Separately, staff presented bill 6168 (first reading), a text amendment creating Section 405.94.F to regulate signage for "other conditional uses" in residential districts. The proposal sets attached sign size limits (24 sq ft), allows low monument signs under specified conditions for sites at least five acres, and describes design and setback standards; the item was taken as a first reading and will return for final approval.
Quotes from the meeting included the project engineer's confirmation that the applicant "will be addressed" regarding landscaping and that, "if it's made a condition of this approval, then there we there won't be any objection" to a 3,000 Kelvin lighting condition. A council member moved the lighting amendment saying, "I'd like to request an amendment to bill 6166 to use 3,000 Kelvin, 2,700, or lower lighting in the parking lot."
