Grants and recycling: The council endorsed an application for a St. Louis County waste‑reduction grant of $11,290 to support the city's document‑shred and electronics‑recycling events. Melissa Bradford, public information officer, said the grant covers negative‑value recycling fees and helps keep community recycling events free to residents.
Equipment and contracts: Council approved Resolution 1787 to purchase a 2025 Toro GreenMaster for $53,876.94, funded from the Municipal Enterprise Fund, to support course maintenance. The council also awarded an $812,100 contract to Commercial Irrigation Inc. for replacement of the golf course irrigation system and approved a concrete roadway and sidewalk repair contract (approximately $453,354) to Sweetens Concrete Services for the FY2025 maintenance program. Recreation and public‑works staff explained the bid processes and noted some ancillary costs (an estimated $100,000 electrical upgrade related to the irrigation project) will return to council as separate approvals.
First readings: The council took first readings on Bill No. 6165, a conditional use permit for a 2,400‑square‑foot limited‑service restaurant called Taco Luna at Balboa Plaza, and Bill No. 6167, an amendment to city code section 140.066 to reflect a recent state statute update requiring competitive bidding for banking services. Both items are scheduled for second readings on April 28.
