Commission backs dedication of Olia Village Access Road to city upon completion

The Creve Coeur Planning & Zoning Commission on April 7 recommended that the City Council accept dedication of the Olia Village Access Road as a public street once construction is complete, advancing a package of two companion agreements and related draft ordinances.

Jason Jaggi, director of community development, told the commission the request covers a small northern segment of the previously approved Olia Village street plan and that the item includes two agreements: (1) a right‑of‑way dedication to the city upon completion and (2) cross‑access and temporary construction easements to allow roadway construction and public access during work.

Jaggi said the dedication would allow the roadway to connect to the signalized intersection and be maintained as public right‑of‑way. He added there will be follow‑on amendments to the overall site concept plan and subdivision plat to clean up other public/private street delineations in the development.

Robert Klar, counsel for the applicant, said negotiations with adjacent property owners took time but are now agreed in principle and cited a city‑code provision allowing right‑of‑way dedication without compensation such that the donor is not penalized in future development calculations. "It did obviously take a long time to bring this back," Klar said, adding the applicant hopes follow‑up items will appear on the main meeting agenda and that dedication will enable other internal streets to become public.

A commissioner moved to recommend approval to Council of the dedication ordinance as drafted; the motion carried with ayes recorded. The item will go to City Council next Monday at 7 p.m. for final action.
