Creve Coeur awards $2.32 million Venable Park construction contract to Ideal Landscape

The Creve Coeur City Council on Monday authorized a contract with Ideal Landscape Construction Inc. to rebuild Venable Park, awarding the base bid plus a bridge alternate and reporting a total contract amount of $2,315,736.
Jason Valvero, the city's director of recreation, presented the park master-plan scope and recommended the low responsive bidder for the combined work. Valvero said the project will reconfigure the park entrance and parking, add accessible routes and a central plaza with memorial artwork, replace the pavilion, extend paths, add bioretention to address persistent drainage under the tennis courts and increase parking from 44 to 51 stalls. Funding and schedule: Valvero said available funding includes the city's FY25 budget balance and parks/stormwater funds, plus a $400,000 grant from the HDR Foundation (of which $300,000 was designated for renovation work and $100,000 for the memorial artwork). He presented an earliest possible mobilization in mid-May and a contractor completion goal of Oct. 1, followed by a memorial dedication and grand reopening planned for Oct. 18.
Bid process and selection: Staff opened three bids and deemed one submittal nonresponsive for errors on required forms and quantities. Valvero and staff explained preference for the responsive low bidder and cited the contractor's recent local work (Millennium Park) in support of the recommendation.
Public questions and risk: During public comment a resident asked about trees planted earlier in a neighborhood program; Valvero said most trees uphill would not be removed but a small number close to repaving could be lost due to root conflicts. City engineering memo and staff review of the bridge were discussed; staff said the bridge alternate was included because competitive bid pricing made replacement economical compared with later standalone work.
Next steps: The council approved the resolution to execute the contract; staff indicated they would finalize paperwork and prepare for mobilization. Construction oversight and progress reporting will be handled by Parks & Recreation and the city's project staff.
