Commission approves recommendation for two‑story administrative addition at Missouri Baptist University

The Creve Coeur Planning & Zoning Commission on April 7 recommended approval of a site concept plan amendment and site development plan for Missouri Baptist University (application 25007) to add a two‑story, roughly 25,000‑square‑foot addition to the administration building at 1 College Park Drive.

Josh Barkus of Stock & Associates described the project scope, siting and stormwater management, noting there is no new parking proposed and that the addition will tie into an existing irrigation system. “The site concept plan amendment… is for a 2 story building addition on the existing administration building,” Barkus said, estimating the addition at just over 25,000 square feet.

Architect Todd Heston of Portigan Clark said the design uses brick, metal panels and cast stone to match existing campus materials, and that the project includes a new elevator to provide ADA access between the building’s two floors. Heston said the second floor will house the nursing school and that the building will be fully accessible by internal paths.

City planner Bethany Moore summarized staff review and recommended conditions: removal of 15 trees will be offset by on‑site replacement plantings, underground irrigation will be required and tied to existing campus connections, stormwater detention and water‑quality features are provided, and public works and the Metropolitan St. Louis Sewer District will perform required reviews. Moore identified the design guidelines and cited the applicable code section in the staff report for irrigation requirements.

A commissioner moved and the commission voted to recommend approval of the amendment and site development plan subject to the staff conditions. The motion passed by recorded aye votes. The item will proceed to City Council for final action and will also require standard building permit and MSD approvals before construction.
