Creve Coeur — The City Council voted unanimously April 14 to approve an emergency ordinance (Bill No. 6164) accepting dedication of the Olia Village access road as public right‑of‑way upon completion of construction.
Jason Jaggi, director of community development, told the council the packet includes a right‑of‑way dedication of about 5,148 square feet that would become city right‑of‑way for road and pedestrian access once the developer completes construction. Jaggi said Planning & Zoning reviewed the request and recommended approval.
Barry Glantz, a consultant on the project, told the council the dedication should allow the Snux property and Olia Village redevelopment to remain operational during construction, calling the outcome “a win win win for not only the existing Schnooks, but the city and the developer as well.”
Council approved an emergency second reading and passage citing time‑sensitive development deadlines. The ordinance includes a public access easement and temporary construction easements to facilitate construction; Jaggi said the developer will pay for the improvements and the dedication provision in city code protects donors from zoning penalties associated with voluntarily dedicating land.
What happens next: City staff will record the dedication after construction completion and proceed with any required right‑of‑way acceptance steps and utility or safety reviews.
