The Creve Coeur Planning & Zoning Commission on April 7 recommended that the City Council approve a conditional use permit allowing Taco Luna, a limited‑service Mexican restaurant, to occupy two tenant spaces at 663–667 North New Ballas Road within Balcor Plaza.
Hugo Yegas of Divicat Design Group told the commission the applicant, Heriberto Perez, plans a 2,400‑square‑foot grab‑and‑go taco concept with an open kitchen and seating for fewer than 49 customers. “Our client is, mister Heriberto Perez, and they are asking for a conditional use permit for a restaurant for a taqueria called Taco Luna,” Yegas said in his presentation.
City planner Bethany Moore said staff found the site has 111 on‑site parking spaces and the proposed use requires 25, leaving adequate parking. Moore said the proposed tenant would provide 44 indoor seats and operate between 10 a.m. and 5 p.m. daily. She added that staff recommended approval with conditions, including that “a dumpster enclosure will be provided on‑site that meets our design guidelines.”
Commissioners asked whether the landlord had agreed to build the required dumpster enclosure and how long‑term landscaping maintenance would be enforced. Staff said such conditions are typically communicated through the tenant application and that the condition could be enforced against the property if not maintained; commissioners requested staff copy landlords on the approval notice so owners are aware of obligations.
A commissioner moved to recommend approval subject to the conditions in the staff report and draft ordinance; the motion was seconded and carried by recorded aye votes. Staff told the commission the City Council will take up the item at its next meeting on Monday at 7 p.m., and that staff would confirm landlord communication before Council consideration.
The recommendation does not itself authorize construction or occupancy; Taco Luna must satisfy any building permits, inspections and the City Council’s final action before opening.
