Staff said the proposed not‑to‑exceed fee is $60,000 and described the scope as including site analysis (topography, tree cover, connectivity), market and reuse feasibility for R&D buildings, guidance on land‑use and building‑height recommendations, financing frameworks for public‑private partnerships, and a public outreach program that includes three events and targeted stakeholder meetings with 39 North partners.
Commissioners asked for earlier briefings and a site tour so commissioners would have context before public outreach, requested the consultant include wildlife/habitat analysis as part of the site assessment and confirmed that 39 North will be included as a stakeholder. Staff said the updated scope adds additional stakeholder engagement with 39 North and that the project is expected to take about six months; the commission voted to recommend the scope to City Council for appropriation of funds and next steps.
The recommendation includes a request that the consultant coordinate stakeholder engagement with 39 North, provide outreach notice ahead of public meetings and offer a site tour for commissioners and stakeholders. Council appropriation and final authorization will follow the commission’s recommendation.
