Planning commission recommends approval of Lifetime parking‑lot CUP amendment with conditions

Engineer Josh Barkus (Stock & Associates) summarized technical elements: the proposed lot would not encroach into the 50‑foot residential buffer, would tie into an existing stormwater pipe and MSD public line, and would include a landscape plan with 10 canopy trees and 77 shrubs. Barkus said the conceptual MSD review showed no additional detention is required under current thresholds and that the applicant will provide hydraulic calculations during improvement plan review.
Bethany Moore, city planner, reviewed staff recommendations: the site coverage would increase from 22.5% to 25.3% (under the 40% conditional‑use cap), interior sidewalks must be 6 feet, hedges are proposed to screen headlights, irrigation is included on the landscape plans and staff added a condition limiting new parking‑lot lighting hours. The photometric submitted with the plan shows lighting falls to near zero at property lines, per staff’s review.
Members of the public raised concerns about light spill, safety for late‑night parking, drainage and summer noise from outdoor events. Wes Mello and James Watson urged better screening and assurance the stormwater design ties into the MSD system; Laura Shapiro asked that limits on late‑night outdoor events remain in place. The applicant and engineer said they had prepared conceptual stormwater calculations and would meet no‑adverse‑impact ordinances and that on‑site operations could be adjusted to keep overflow‑lot lighting off when not needed.
A commissioner moved to recommend approval of application 25‑004 subject to the draft ordinance conditions plus added requirements: additional screening vegetation at the new lot entrance; irrigation maintenance for the new buffers; limitation of outdoor events to 10 p.m.; and limiting the new parking‑lot lights to midnight for the new lot. The motion passed and the item will be forwarded to City Council for first reading on April 14; City Council will make the final determination.
