Creve Coeur council adopts selected 2021 model building codes, effective April 1

The Creve Coeur City Council on final reading approved an ordinance adopting selected 2021 International Code Council model codes for commercial, residential, property‑maintenance and pool/spa rules, city staff said.

City redevelopment/inspections staff told the council the change moves the city from the 2015 code to the 2021 versions for several building‑code chapters after the statutorily required 90‑day public‑review period. "We're here for the final reading for the 2021 version," a city staff presenter said, adding the ordinance was held for public review and would be effective April 1.

Council members asked whether the more stringent 2021 International Energy Conservation Code requirements for insulation and other measures would apply. Staff answered they were not adopting the 2021 energy provisions and are retaining the 2015 energy code: "The 2021 International Energy Conservation Code was dramatically intensified. We've elected to stay with the '15," the presenter said.

The council voted by roll call and the ordinance passed unanimously. Staff said the city had published the change and held the required public‑review period in the clerk's office with no comments recorded during that holding period.

The ordinance updates city code chapters identified in the bill and is intended to align Creve Coeur's construction and safety standards with the selected 2021 model rules while preserving the local energy requirements the city determined were more appropriate for the region. City staff indicated they will implement the change starting April 1 and will answer permitting questions as they arise.
