Planning commission recommends salon conversion at Olive Boulevard property

The Creve Coeur Planning and Zoning Commission recommended approval Jan. 21 of a site development plan to convert a former veterinary clinic/residence at 11144–11148 Olive Boulevard into Curl Sanctuary, a hair salon owned by Jessica McTaggart.
McTaggart told commissioners she expects a modest client load — typically 12–18 clients on busy days — and said most work will be interior. "We're not like a move them in, move them out 30 minutes in, 30 minutes out," she said, adding stylists typically spend two to three hours with clients and that the business will focus on waste reduction and landscaping improvements.
Staff planner Stephanie Moore noted the property has been used for commercial purposes for decades and the proposed use fits within the city's criteria for commercial use of a single-family structure near a state highway or certain corridors. Staff recommended conditions including submission of a landscaping plan to provide additional front-yard buffering and maintenance of existing side- and rear-yard plantings; final occupancy will follow staff review of those items and re-striping/resealing of the existing parking lot.
A motion to recommend approval subject to the staff conditions passed on voice/roll call. The applicant will provide a landscaping plan to staff prior to issuance of final occupancy.
