Council approves utility agreement with Missouri American Water for Ballas Road sidewalk relocation

The city council unanimously approved Resolution 1763 on Jan. 6 to authorize a utility agreement with Missouri American Water Company for the relocation of an existing 12-inch water main required by the Ballas Road sidewalk improvement project (Phase 3).
Steve Perez, the city engineer, said the company’s design would move about 240 feet of 12-inch water main closer to the street and that Missouri American Water would design, bid and construct the relocation. Perez said an agreement is necessary to secure federal reimbursement (TAP grant) and that the estimated cost to relocate the water main is $247,000. He said the relocation work and associated work would likely occur in 2025, with the sidewalk construction expected in 2026.
Council members asked about the city’s exposure if bids exceed estimates. Perez acknowledged there is a federal cap on total project reimbursement and said the city could be required to cover costs above that cap or seek additional funding, which could delay the project. He said the estimate is below anticipated cap amounts and that staff would monitor bids closely.
During public comment Cindy Davis reiterated concerns about the Fernview sidewalk project and a resident later described apparent land subsidence along Fernview. Perez and staff said they had walked the site and would follow up on residents’ concerns.
The resolution passed unanimously; Perez said federal reimbursement would likely be about 80% of eligible costs under the TAP grant terms.
