Council clears consent agenda, several resolutions and an ordinance first reading

Ferguson City Council approved routine and substantive items on its agenda during the Sept. 23 meeting, including appointments, contract authorizations, a property purchase resolution and a first reading of a municipal bill.
The council approved the consent agenda and moved to receive and file minutes for boards and commissions. Mayor announced the appointment of Deborah Lawrence Park to the senior citizen board. Attorney Vaughn read Resolution No. 325-18, authorizing the city manager to execute a construction contract with Spencer Contracting for the Robert Avenue STP project; council called the roll and entered "Aye" votes on that resolution.
The council also considered and approved a purchase agreement for a portion of Adams Street immediately west of South Clay Avenue (properties referenced as 153 and 201 South Clay Avenue), with discussion focused on sidewalks and right-of-way improvements adjacent to the railroad. Council heard a resolution levying ad valorem taxes for the year and advanced Bill No. 73-20 on first reading (title read aloud) concerning municipal regulation and community beautification; the bill will return on a subsequent agenda for further readings.
