Purchasing ordinance: Staff presented Ordinance 5.71 to modernize Chapter 3.12 of the municipal code, raising purchasing thresholds to reflect inflation, clarifying surplus-equipment disposal and formalizing a local-bidder preference. The council voted to introduce the ordinance and approved related motions unanimously.
CAPER (HUD CDBG/HOME funding): Housing and community services staff reported the town used CDBG and HOME funds in the prior program year to distribute 393 food baskets, provide emergency utility assistance to 87 residents, assist six single-family homes with septic and major repairs, complete an ADA sidewalk project benefiting approximately 9,800 residents, and launch programs including a small-business grant and mobile-home repair program. Council approved CAPER items A, B and C unanimously.
Appointments and staffing: Councilmember Bishop recommended Tom Pamayako for the planning commission after interviewing many applicants; the council moved, seconded and unanimously approved the appointment. Town manager introduced new planning director David Contreras and new finance director Suresh Malkani.
