The Warrensburg City Council on Sept. 15 approved an ordinance authorizing the city manager and city clerk to execute contracts and agreements with civic organizations for fiscal year 2026 services and directed staff to standardize how those awards are documented and administered.
City manager Michael d Scraig said council members had expressed a desire for a more formal and equitable process after receiving more applications and larger requests than in past years. He described the packet and a forthcoming letter to civic organizations that will explain the process, deliverables and city priorities.
Councilors asked whether the instruments were labeled "agreements" or "contracts"; staff said the difference is specificity of deliverables, with contracts typically spelling out intended uses in more detail. Scraig recommended staff would review and standardize language and deliverables before the next cycle.
Scraig noted one funding change carried forward from prior direction: an additional $1,000 for OATS. Councilors and staff discussed guidelines for specialty funds such as the Stevenson Fund and whether small dedicated balances should be consolidated or spent down; staff said they would review fund balances and bring recommendations back.
The council moved the ordinance to second reading by title and then adopted it. Staff said they will notify civic organizations with the updated process information and continue to solicit council input on deliverables and performance metrics.
