Warrensburg council adopts FY2025 budget cleanup amendment totaling about $2.1 million

The Warrensburg City Council on Sept. 15 adopted an ordinance amending the fiscal year 2025 annual budget, a staff-described year‑end "cleanup" that adjusts accounts across funds ahead of the fiscal year end.
Jessica Vemberlo, management analyst, told the council the total amendment is "around $2,100,000," and that most proposed changes can be supported with existing revenues, grants or fund balances. She said about one-and-a-half million of that amount reflects moving sewer-related expenses from the GEO Bond fund into the sewer fund to align authority and accounting.
Councilors moved the ordinance to second reading by title and then voted to adopt. The city manager and staff told the council they plan to present similar amendments more frequently next year — likely quarterly — to keep the council better informed about mid‑year changes.
The staff packet included a supplement detailing each affected account and the reason for the amendment; Vemberlo said any use of fund balance had been discussed previously with the council. Council members offered no substantive amendments on the floor and approved the ordinance as presented.
The ordinance amends ordinance 5892 concerning the adopted fiscal year 2025 annual budget beginning Oct. 1, 2024. The council recorded affirmative votes during the meeting; the ordinance was adopted at the Sept. 15 session.
