"It’s my honor as the mayor of the city of Kirkwood on behalf of the Kirkwood City Council to proclaim today, 09/18/2025, as Roy Brown Day in the city of Kirkwood," Mayor Gibbons said while reading the proclamation.
Brown stood with family members as the council applauded. The proclamation framed his contributions as enhancing Kirkwood’s cultural, recreational and fiscal life.
No formal action beyond the proclamation was required; the council moved on to routine business afterward.
