Raytown approves KCATA demand-response transit contract up to $112,000; alderman questions value

The Raytown Board of Aldermen on July 15 approved a resolution authorizing a contract with the Kansas City Area Transportation Authority (KCATA) for IRIS/Z Trip demand-response transit service in an amount not to exceed $112,000.
Economic development administrator Missy Wilson told the board that staff and KCATA representatives had answered questions from the prior (first) reading and requested consideration of approval. When asked about hours of operation, Wilson said the service will run from 6 a.m. to 10 p.m., seven days a week.
Alderman Walters questioned the necessity and cost of the program for Downtown Raytown, saying he had observed largely vacant daytime parking and questioned whether many riders would use the service: "I really wonder...the expense of $112,000 is justified for something that I don't believe is really a necessity in Downtown Raytown." Wilson clarified the item is not a fixed-route contract but a demand-response (IRIS/Z Trip) service.
The resolution was moved, seconded and adopted by roll call. The board did not alter program hours or funding at the July 15 meeting.
Staff said the contract is for transportation service to be provided by KCATA in partnership with the city; specific operational details beyond hours and the not-to-exceed amount were not changed during the meeting.
