Raytown approves Rock Island Trail grant agreement; pedestrian crossing will rely on signals

Raytown’s Board of Aldermen unanimously approved a second-reading ordinance on July 1 authorizing a Surface Transportation Block Grant agreement with the Missouri Highways and Transportation Commission for the 50 Third Street Rock Island Trail connection.
Rob Camp, speaking for city staff, said the ordinance authorizes the city to enter a contract with the Missouri Department of Transportation in oversight of the grant-funded trail project. When Alderman Walters asked whether a pedestrian bridge was possible where the trail crosses a four-lane road near the dog park entrance, Camp said a bridge would be “extremely expensive” and not part of the current plan; instead, the design calls for pedestrian signalization at the intersection to provide safe crossings.
The board moved and seconded the item and approved the ordinance on roll call. The vote was recorded in the meeting minutes and the motion carried.
The action allows the city to proceed under MoDOT oversight with the Rock Island Trail connection project; the grant agreement will govern project design, safety features and reimbursement terms as the city coordinates construction and traffic-control measures.
