Raytown recognizes police captain and city clerk; police earn Missouri Blue Shield designation

At the May 6 Raytown Board of Aldermen meeting the mayor presented a proclamation recognizing Captain Jared Rogers for his recruitment work and service to the Raytown Police Department and proclaimed May 2025 as Municipal Clerks Week to honor City Clerk Theresa Henry.
Mayor Michael McDonough praised Captain Rogers' recruitment efforts and leadership, noting the captain's role in raising staffing levels. "Our community is made safer every single day because of Captain Rogers' service to our community, and we thank him with all our hearts," the proclamation read.
Chief Kuehl described the Missouri Blue Shield designation the department recently received, saying the recognition qualifies the city to apply for Blue Shield funding and that the program has substantial requirements. “The Blue Shield program had a number of program requirements ... but we have received the accreditation, so we will be able to apply for what I hear is upwards of $10,000,000, possibly, depending on what the budget looks like,” Chief Kuehl said. He thanked staff and community partners who completed the required steps.
The meeting also included a brief presentation by Ashley Munoz, an intern from the Herndon Career Center, who described learning opportunities at City Hall including translation work, social media posts and department interviews.
