Raytown approves conditional-use permit for Me2U Career Academy to open medical-training site

Shana, planning staff, presented the case and recommended approval with conditions including: parking stalls must be striped and ADA-compliant by June 1, 2025; the permit is not transferable beyond the initial intended operator (Chakoya Brown of Me2U Career Academy LLC); the operator must obtain all approvals from the Jackson County Health Department and comply with applicable state and federal laws.
Applicant Chakoya Brown told the council Me2U offers medical-assistant, phlebotomy and certified-nursing-assistant programs; sessions run from five weeks to six months with in-person classes Monday, Wednesday and Friday in three daily time blocks and online instruction Tuesday and Thursday. "The faster we can get them in person, the better," Brown said, describing demand and local support.
Planning staff calculated parking needs at roughly 36 spaces based on one space per employee and one space per six students; staff also said the property could be restriped to provide substantially more spaces. Council members asked about ownership and taxes and confirmed Me2U will be a tenant and a for-profit institution, not tax-exempt.
Alderman Emerson moved to waive the second-reading rule and to approve; Alderman Mims seconded the motions. The council recorded a roll-call vote and the motion passed unanimously.
What happens next: Conditions in the permit must be satisfied (parking/ADA, county health approvals) before full program occupancy. Staff will monitor compliance and the applicant may begin online instruction immediately while preparing in-person operations.
