Raytown amends parking rules on Kentucky Avenue after safety complaints near church and preschool

The Raytown Board of Aldermen voted Dec. 17 to amend the municipal code to prohibit parking on the west side of Kentucky Avenue from Gregory north to the dead end, a change Public Works recommended after complaints that parking on both sides during events left the street impassable for emergency vehicles.
Public Works staff described Kentucky as "a narrow, unimproved street" and said during large events parking on both sides makes it "impossible to get an emergency vehicle through." The recommended change will make the west side of the street a no-parking zone while allowing parking on the east side.
Aldermen discussed whether residents on the east side had been informed and whether enforcement would be effective; Alderman Walters suggested staff contact complainants directly to explain the plan. Alderman Scott said neighbors on the street had contacted him in favor of the change, citing recurring traffic congestion during drop-off and pickup at the preschool.
The council suspended the usual waiting period and adopted the amendment on second reading. Staff said some no-parking signs and temporary cones already had been used near the church to lessen congestion; the ordinance formalizes that pattern and places the restriction into the municipal code.
