Raytown aldermen approve Evergy substation expansion after neighborhood concerns

Chris Carey of PPP EnviroSolutions, representing Evergy, said the company has met with residents, provided renderings and is willing "to work with our landscape architects" to identify acceptable screening that fits Evergys safety and standards. "We want to be a good neighbor," Carey said.
Public commenter Morris Malloy criticized the boards prior decision-making process, arguing that waiving second readings denies residents adequate time to review large packet materials. Malloy said waiving readings can feel "like a slap into the face of the constituents" and urged more notice for affected neighbors.
Aldermen discussed the history of the property, past condemnation and due process. Alderman Azier (a member identified in the record) and others noted the projects operational benefits for local electric service. Alderman Hayden moved to approve the conditional-use permit; Alderman Mims seconded. Miss Henry called the roll, and the board recorded eight votes in favor and one against (Alderman Azure voted no). The mayor declared the motion carried, 8-1.
The conditional-use permit was read into the record with parcel identifiers and zoning information; the permit authorizes construction of the substation subject to applicable city codes. Carey and board members emphasized they would continue limited site-specific landscaping discussions with nearby residents while complying with safety setbacks and utility restrictions that limit tree plantings near lines.
