Raytown approves intergovernmental agreement to join regional hazardous-waste collection

The Raytown Board of Aldermen voted Dec. 17 to join the Mid America Regional Council Solid Waste Management District’s Regional Household Hazardous Waste Collection Program, approving an intergovernmental agreement authorizing up to $32,879.61 in city payment.
City staff said the program is in its second year for Raytown and that the ordinance is required because the agreement is intergovernmental. "This is our household hazardous waste intergovernment agreement," Administrator Damon Hodges said, describing the program as a routine, multi-jurisdictional service.
Aldermen voted 9–1 to waive the usual wait between ordinance readings so the item could be acted on at the final 2024 meeting; subsequent second-reading action approved the ordinance. Alderman Van Buskirk asked whether this year’s fee differed from last year’s and was told the cost is slightly lower than the previous payment.
The program’s effective date in the packet is given as Jan. 1, 2025; staff said the program lists participating collection locations in the packet. Board members said broader public notice is available through the packet and participation depends on event locations and weather.
The agreement allows Raytown to participate in the collection program and share program costs across participating municipalities.
