Planning & Zoning recommends multiple special-use approvals; Goodwill details donation handling for new store

The commission elected Kellen Yeoman as chair and Kevin Sherrill as vice chair. Among the items brought forward, the commission recommended approval with conditions for a special-use permit to expand a medical chiropractic office at 672 Gravois Bluffs Boulevard and granted approval with amended conditions to allow a tobacco/vape business at 98 Gravois Bus Circle (with restrictions on hemp-derived products and certain signage), and approved conditions for a used-merchandise store at 685 Broadway West Boulevard.
Jason Ryback, vice president at Goodwill, presented the Merz Goodwill proposal to relocate to 685 Gravois Boulevard and explained how donations will be handled. Ryback said the store will staff a donation attendant during operating hours (9 a.m.–8 p.m. Monday–Saturday, 10 a.m.–6 p.m. Sunday) to greet donors, place items into bins and bring them inside for processing. He emphasized measures to discourage after-hours dumping, including camera monitoring and morning checks of the donation area. “When you pull up, donation attendant's gonna come out, greet you, help you take things out of your car, put it in a bin, bring it inside the building to be processed into the back of the store,” Ryback said.
Planning staff clarified that approvals are conditioned on municipal zoning compliance, county building permits, occupancy permits, and any Fire District requested modifications. They also recommended site-plan approval for Goodwill’s exterior remodel dated 08/04/2025 and noted requirements for signage permits and separate occupancy approvals.
Other retail items included approval with amended conditions for Wicked Finds Resale Consignment Shop to expand into adjacent suites on Gravois Road; conditions require occupancy permits and compliance with City codes.
What’s next: The committee forwarded the commission recommendations and staff conditions to the full Board for final action and noted the building- and occupancy-permit steps needed before any tenant may occupy the spaces.
