Council approves MSD easement, county maintenance agreement and moves forward on new pumper purchase

The Webster Groves City Council on Sept. 16 approved several infrastructure and public-safety items: an MSD easement for the Webster Groves Trunk Sanitary Relief Phase 2 project, a maintenance agreement with St. Louis County for the Big Bend Boulevard and Crossroads business-district project, and a resolution authorizing a $100,000 down payment to order a new fire engine to replace an aging reserve unit.
Council member Hixson Shepherd described the MSD easement area as located in the eastern triangle of the Sculpture Park near the magnolia trees and said the easement includes both the permanent location of the sanitary line and temporary construction access. "The purpose is a new sanitary line in that area, and the easement includes both the temporary access as well as the line itself," Hixson Shepherd said. Staff said there would be some disruption during construction and that removed landscaping and irrigation would be restored.
Council also voted to authorize the city manager to enter into a maintenance agreement with St. Louis County related to the Big Bend/Crossroads project. The council approved Resolution 2025-52 to place the pumper order with a $100,000 down payment; fire staff noted the frontline engine is a 2017 model and the reserve engine is a 2004 model, and that parts for the older reserve are increasingly difficult to obtain.
All measures were adopted by roll-call vote; staff said they will coordinate construction protections in the Sculpture Park and proceed with procurement scheduling for the new pumper.
