Hudson planners recommend permanent ban on marijuana facilities to city council

The Hudson Planning Commission on April 14 voted to send a recommendation to city council in favor of a staff-proposed text amendment that would establish a permanent prohibition on marijuana facilities in the city. The amendment would modify Chapters 12.05, 12.06 and 12.13 of the Hudson Land Development Code and consolidate existing medical-marijuana restrictions with a broader ban on adult-use facilities.
Staff said the proposal follows a December 2023 moratorium and community engagement through the citys "Lets Talk Hudson" platform. Staff reported that more than 500 responses to the engagement exercise showed 61 percent favored a permanent ban. The staff memo also noted that council previously considered and passed Ordinance 23-154 that would have allowed recreational facilities as conditional uses in District 9; the new amendment would overturn that allowance by creating a full prohibition.
Planning staff recommended that, if the commission endorses the amendment, the code language for medical and recreational marijuana prohibitions be combined into a single prohibition for clarity. Following a short discussion, a commissioner moved to recommend approval of the staff-proposed text amendment and a second was recorded; the motion passed by roll call vote and the commission recorded the recommendation to city council.
Next steps: The commissions recommendation will be transmitted to Hudson City Council for its consideration; staff said additional materials and a council public hearing will follow as council acts on the proposed code change.
