Chair Miss Norman, citing her authority to form study groups, said she would "use my executive authorities here to appoint a subcommittee for the purposes of reviewing Appendix A," naming herself, Mr. Nystrom and staff adviser Mr. Sugar to the group. Staff will public-notice any subcommittee meetings and return recommendations to the full commission.
