Council hears ODOT-approved paint-based plan for SR 303 safety improvements; staff to seek bids

The staff presenter explained the intent is to improve vehicle and pedestrian safety between Boston Mills Road and Atterbury Boulevard by clarifying lane assignments, adding painted ‘‘bump-out’’ striping and making some ADA ramp and crosswalk enhancements. ‘‘They have reduced our funding, but it’s now — it’s still 80% of the cost of this improvement,’’ the presenter said.
Council members pressed staff on operational concerns, chiefly whether paint-only treatments would create ‘‘pinch points’’ on westbound approaches and whether emergency vehicles could pass. Councilor Sutton urged a trial approach: ‘‘Let’s give this a shot and see if it works,’’ he said, arguing paint allows the city to test and, if needed, revert without the expense of concrete.
Staff said signal queuing and emergency access were evaluated and that the plan will be taken to bid; a resolution to authorize advertising for bids and to award the project to a lowest and best bidder is on the consent agenda for May 20. Construction is expected later this fall with funding already allocated in the city’s infrastructure budget.
