Council approves infrastructure and vehicle rules; consent agenda items pass

Hudson City Council on Sept. 16 approved multiple agenda items by unanimous votes and cleared several consent items.
On third reading, council adopted resolution 25-113 authorizing competitive bids and a contract for the Hudson Drive Waterline Extension; the measure passed by roll-call vote, 7-0. Council also adopted ordinance 25-119, which codifies the right to operate low-speed utility vehicles and mini trucks in the city; that ordinance passed 7-0 on third reading.
Council suspended the rules and approved consent agenda items A through F (which included the timely receipt of the August 2025 financial report, tax levy certification resolution 25-138, an application for federal transportation block grant funds, an interlocal agreement with Stowe for Seasons Road corridor construction, a professional services contract with GPD Group for design work, and authorization to advertise for demolition bids at 5487 Sullivan Road). Both the suspension of rules for those items and their approval passed 7-0.
A pulled consent item — a proposed 90-day moratorium on private planning commission applications (item 25-143) — failed a suspension-of-rules vote (suspension attempt failed 5-2). As a result, item 25-143 will proceed as a first reading at a future meeting.
