Emily Fernandez, staff consultant, summarized findings from the market analysis: "Homes are selling above asking value... we've seen a 47% overall value increase in 5 years," and comparable recent sales suggest the types of housing contemplated could demand high price points. The analysis used 2,500‑square‑foot houses as a comparable and cited a recent townhome sale approaching $1.1 million; staff said a $900,000 price point was used in preliminary break‑even estimates.
The report also assessed semi‑public uses: Hudson households exhibit above‑average discretionary spending, and a market hall could be financially viable if paired with complementary revenue generators and experienced operators. Staff warned that stand‑alone reservable event facilities typically are not self‑sustaining. "Identifying a capable developer and operator will be imperative," Fernandez said.
On process, staff proposed issuing an RFP for architectural and engineering concept‑plan services and sought council agreement to place that RFP on the Oct. 7 consent agenda for issuance and award. Council President Foster indicated he would form a small subcommittee to guide RFP review and interviews and suggested including Councilors Goetz and Heater and himself with two Planning Commission representatives. Several councilors asked for renderings to support public outreach and for parallel risk scenarios showing differing balances of city control and city financial risk.
Councilors also discussed a site name and branding. Some favored retaining a connection to prior "phase 2" work; others supported a new identity to signal a different, more public‑focused project. Several members suggested including "Hudson" in the name to maintain public recognition. Staff said they could proceed with the RFP while finalizing a name in October.
What happens next: Staff will place the RFP and name recommendation on future agendas and convene the proposed subcommittee to participate in proposal ranking and interviews, with further public engagement planned as design work proceeds.
