City Manager Tom Sheridan and staff emphasized they are not on a strict timeline but noted engineering and bidding schedules will require a decision before project procurement moves forward.
Councilors asked whether the Nicholson work is critical to residents; staff said the line would reinforce the transmission system and enable some homes on well water to connect, but that no resident wells were failing and no immediate health emergency existed. Possible alternate uses discussed included extending Hudson Drive and connecting City Hall to the Hudson water system as eligible projects if reallocation is pursued.
Staff suggested pausing definitive action until late summer to see whether additional state or federal appropriations materialize, while preparing a contingency plan to request a technical correction if needed. The Council did not take a final vote on the funding reallocation at the June 17 workshop.
