Economic development staff explained that Ohio Revised Code section 5709.885 requires a tax incentive review council when a TIF has begun collecting payments; the Ford Plant TIF — created by ordinance in December 2022 and covering roughly 208 acres of the former Ford site — has reached that milestone. Mayor Orcutt said the city has collected about $112,000 in TIF payments to date and that the county fiscal office meeting will be brief: the city, the economic development commissioner and two resident appointees will attend to account for collections and expenditures.
Council moved, recorded and later adopted Resolution 19‑2025 confirming the appointments. Administration officials said the review is typically short and similar in purpose to annual CRA housing council reviews: to confirm how and where TIF funds have been spent in the TIF area and satisfy the statutory reporting requirement.
The appointments allow the city to meet the statutory schedule and proceed with the required county meeting to review the Ford Plant TIF revenue and spending.
