He also described transfers and reimbursements, including $300,000 related to a sound‑insulation program associated with litigation and an additional $727,497.21 appropriated to the Streets Improvement Fund to cover added roads in the pavement program.
McGahn said the city expects reimbursements for emergency work (for example, Holland Road joint repairs and Snow Road work) and that the budget reductions tied to storm damage have allowed the city to offset some increases.
Council asked clarifying questions about the traffic‑signal allocation, the purpose of the sound‑insulation funds and how reimbursements will be handled; McGahn and staff answered that signal dollars will be used for repairs/maintenance and that $250,000 in Holland Road reimbursement is pending which will be applied when received.
Council moved and recorded a procedural motion that item 2 was discussed and later adopted the ordinance (Order/Ordinance No. 11483‑2025) under suspension of the rules during the council meeting.
