Manassas Park backs VDOT revenue-sharing and Transportation Alternatives grant applications

City staff asked the governing body to approve two funding resolutions to support transportation projects.
Calvin O'Dell, director of community development, explained the Euclid Ave/Owings Drive concrete intersection project was funded in 2023 but left about $400,000 short of the city's requested 50/50 match. Council approved a resolution supporting a VDOT revenue-sharing application to bring the project to an even 50/50 match.
Staff also presented a Transportation Alternatives program application to design and install a shared-use path along the southern side of Manassas Drive, from Broad Alley to Railroad Drive. The project would create a wider multiuse path with buffers where feasible; staff noted grading constraints on the north side mean the south side is the feasible route. Council approved a resolution supporting the Transportation Alternatives application and agreed to accept any awarded funding.
O'Dell confirmed the Euclid/Owings project remains funded in the city's CIP for FY26 and FY27 and that not approving the revenue-sharing application would mean the city would pay roughly $400,000 more without the state match.
Next steps: staff will submit the VDOT revenue-sharing and Transportation Alternatives applications and return to council with outcomes if awards are made.
