Council approves Prince William CSB performance contract; CSB outlines new receiving center and expanded services

The City of Manassas Park voted to authorize the Prince William County Community Services Board (CSB) to sign the fiscal-year 2026-27 community services performance contract with the Virginia Department of Behavioral Health and Developmental Services.
Georgia Bachman, acting executive director of the Prince William CSB, and administrative division manager Mike Goodrich presented an overview of services provided to Manassas Park residents and described recent expansions. Bachman said CSB's Medicaid-assisted treatment expansion (including OBAT designation) has driven a nearly 20% increase in services in the past year, funded in part by opioid-abatement-authority settlement dollars.
Bachman described outreach and crisis response work including a co-responder and engagement team, wellness and prevention programming (suicide prevention, gambling education, mental health first aid and overdose reversal trainings) and the CSB's plans to open a crisis receiving center (CRC) complex in October. The CRC complex will include youth and adult observation chairs/beds, same-day access and peer-recovery services intended to provide immediate help and an integrated pathway into care.
Council members asked how CSB coordinates with the city's Department of Social Services and how residents will find services. Bachman said the CSB will work to formalize liaison relationships and improve communications; she also noted that some materials and web content are not yet available in Spanish and that translation efforts are underway.
Staff reported the city's FY25 contribution to CSB operations totaled $1,196,120 and FY26 is budgeted at $1,234,779. Council moved, seconded and approved the recommendation authorizing the Prince William CSB executive director or designee to sign the performance contract.
Next steps: CSB and city staff will continue to coordinate outreach and provide information about CRC tours and community access days in October.
