Manassas Park Planning Commission members on June 11 heard staff presentations covering two related 2232 reviews: upgrades to the Rugby Storage Yard and a proposal to reconfigure on‑street parking downtown with reverse‑angle stalls. After discussion the commission voted to table the items to its next meeting and schedule a public hearing.
Barry, the community development administrator, told the commission the 2232 review is required under state law and that staff would recommend whether each public facility is "in accordance with the adopted comprehensive plan." He described the Rugby Storage Yard as occupying roughly 36,000 square feet on a 10‑acre parcel at the northwestern edge of the city and said the site is zoned and designated for public‑facility and recreation/open‑space uses. Planned improvements include a stormwater management facility and sediment basin, a wash rack, covered storage bays, a 30‑by‑30 storage building to hold water‑main repair materials and pipe, additional lighting for nighttime response, paving, an 8‑foot perimeter fence with screening slats, and two gated entrances; staff said the yard’s primary function is to support water‑main break response.
On the downtown parking proposal, Barry summarized a complex background tied to the ground‑lease parking agreement for the Park 170 development, noting a set of contractual parking commitments (including spaces to be provided as part of the VRE garage, a Phase‑4 development, and other locations). The proposed reconfiguration would require additional right‑of‑way, establish a dedicated travel aisle for reverse‑in parking and provide 11 reverse‑angle stalls plus one parallel stall; an existing fire hydrant would remain in place with a small landscape island created around it.
"Staff does believe that this is consistent with the comprehensive plan," Barry said, while also stating the commission must make the formal determination on substantial conformance.
Chair Lester Finkel and other commissioners asked for time to review the materials and requested a copy of the relevant portion of the Virginia code that governs 2232 reviews. Commissioner Michael Carrera moved to table the item to the commission’s next meeting and to schedule a public hearing; the motion was seconded and carried unanimously.
Next steps: staff will provide the applicable Virginia code excerpt and the commission will hold a public hearing at the next meeting before making a formal determination on whether the Rugby Storage Yard and the reverse‑angle parking reconfiguration are substantially in accord with the comprehensive plan.
