Manassas Park, Va. — The governing body voted May 6 to initiate a zoning ordinance text amendment (ZOTA) aimed at clarifying maximum lot coverage and establishing grading-plan requirements for single-family detached lots.
City staff told the council the initiative responds to observed expansion of driveway and other impervious coverage on single-family lots, particularly in West Side neighborhoods, and described the resolution as a first step to allow staff to research options and return with proposed language. Staff said the research will include what other jurisdictions do, legal review, cost estimates for stamped grading plans, and outreach to the planning commission.
Staff cautioned that requiring minor grading plans or sealed surveys could impose costs on residents and noted the need to balance enforceability and resident expense. The planning commission will review staff recommendations and the council expects several work sessions before final language is drafted and a public hearing scheduled.
The governing body adopted the resolution to start the process by motion; no final ordinance text was presented at the May 6 meeting.
