The proposal covers 320 inspections over a five‑year period and was presented as more cost‑effective than hiring a full‑time specialist; the total five‑year cost reported was $47,776.30. Council asked about start timing and salary savings from the unfilled position; staff said the vendor would begin ordinance work immediately after contract execution and the city had realized salary savings (budgeted range $60,000–$80,000) from the unfilled position.
Paving: Staff reviewed Fugro pavement condition results and recommended additional mill‑and‑pave segments (Pierce Street, Mosby Drive and Scott Drive South of Manassas) and requested authorization for a task order with Branscum Paving not to exceed $161,624.25 (including a 10% contingency). Staff explained some segments may require spot full‑depth repairs discovered during milling and therefore requested contingency. Council approved the task order.
Both contracts were approved subject to final city attorney review.
