Carpinteria Valley Water District approves outreach contract and property-rights payment, clears consent items

The board unanimously approved (5–0) a contract with WSC for public outreach services not to exceed $49,259. Amy Stevens, outreach lead for WSC, described the proposed scope: project management and board support, the FM3 public survey already approved for fieldwork, direct in-person outreach to neighborhood groups and councils, website updates, bill inserts and mailers, FAQs and talking points, and production of two short videos (a 30-second social clip and a longer ~2-minute program video). Directors emphasized cost realism and transparent messaging; one director noted the outreach budget runs roughly $10,000 per month for the proposed five-month scope.
Earlier in the meeting the board approved the consent agenda (items 4a and 4b) and a revised personnel-manual sentence in item 4c clarifying contract invoicing: staff will edit the language so Divecore invoices MWD and MWD will bill the district for its share. All consent and contract motions passed by roll call votes of 5–0.
After closed session, the board authorized staff to accept an offer of $130,492 to the Los Angeles Catholic Archdiocese to acquire necessary rights for CAP facilities at 1532 Linden Avenue in Carpinteria, California. The motion specified the final purchase would be contingent on CAP project bids being awarded; the motion was moved and seconded and passed 5–0.
Other items heard for information included a presentation on migrating the district’s legacy 457(b) deferred-compensation plan from Lincoln Financial to Empower; staff said employees had voted in favor and that the change would reduce plan fees (from roughly 200 basis points to 90 basis points) and improve participant tools. The board also discussed geotechnical options for the Lateral 10 crossing, directed staff to obtain ballpark estimates to compare buried vs. overhead solutions and consider Department of Fish and Wildlife constraints addressing a fish-passage barrier.
What’s next: staff will return with further CAP funding and impact analyses and will present the FM3 survey results and public comments gathered in April. The next regular board meeting is scheduled for March 26, 2025, at Carpinteria City Hall.
