Council pulls Prince William Health District agreement for more detail after near-8% cost increase
Summary

A Prince William Health District agreement that had been on the consent agenda was removed for separate consideration and discussion on Feb. 4 after a council member questioned an increase in the annual charge.
The item (removed from consent as 9b and renumbered 11c) drew concern because the amount paid by the city for health-district services reportedly rose from roughly $65,000 two years ago to nearly $90,000 in the most recent contract. The council member who pulled the item asked for a line-by-line explanation of what drove the increase above the contract—s 3% annual adjustment and whether new staffing or other operational costs account for the jump.
City staff said the agreement is technically a new annual agreement each year and that they would invite representatives of the Prince William Health District or Prince William County to present an explanation. Staff noted the district has been providing services in good faith while the paperwork was late and agreed to seek a detailed cost breakdown and return the item to council once county or health-district staff can attend.
Ending: Council asked staff to invite county or health-district representatives to the next appropriate meeting to explain the price change; no vote on the agreement occurred on Feb. 4.
