Smyth County supervisors schedule water‑theft hearing, approve refund and personnel changes

Personnel policy: The Personnel committee reviewed existing comp‑time and overtime practice and recommended clarifying the Fair Labor Standards Act language to state that compensatory time payout up to the 240‑hour limit will be paid at the discretion of the county administrator and considered case‑by‑case. The committee moved the amendment (motion by Weidner, second by Perez) and recommended the board adopt the clarified language; the board approved the committee recommendation by voice vote.
Livestock damage claim: The Public Safety committee reviewed a livestock‑damage claim for five chickens (total $50 fair‑market value) and recommended approval; the board accepted the recommendation.
Board members said staff will follow up on implementation details and clarified the procedures for refunds and policy administration.
