Board approves staff bonuses ordinance, mutual-aid pact and routine appropriations

At its September meeting, the Scott County Board of Supervisors approved several administrative actions in a single session of routine business.
Employee bonuses: After a public hearing with no speakers, the board adopted an ordinance authorizing the county to accept and distribute employee bonuses, which staff said is necessary because some state agencies (for example, Department of Social Services) pass supplementary bonus funds through to local payroll. The ordinance explicitly preserves a review process and allows the board to adopt bonuses where appropriate.
Mutual aid: The board approved a mutual-aid and cooperation agreement between Scott County and Washington County for law-enforcement assistance; the agreement was presented in members' packets and approved by voice vote.
Appropriations and grants: The board appropriated $21,128.56 to a Rescue Services — 4 for Life grant account reflecting funds received and deposited at the treasurer's office. Staff also reported that the county applied for a PPE grant to replace expired gear for volunteer fire departments and is awaiting results.
Other business: The board ratified a fireworks permit for Bedfield Days, agreed to let EDA-approved fireworks on EDA property bypass board ratification in the future (provided all paperwork and insurance are submitted), reappointed Robbie Salley to the Building Code Appeals Board by acclamation after no applications were received, and agreed to invite Sheriff Eads to present next month on comp-board staffing and potential requests for additional officers.
The chair closed routine business, thanked county staff and set the next meeting for Oct. 1, 2025, at 9 a.m.
